- ICU 3.8/4.0 are dynamically linked, add $PHP_BUILD\bin to the PATH so
php.exe can find them (nmake test, nmake snaps)

symbol files. Could be used to allow windows users to use free Microsoft

VC stores lib path in LIB not LIBS.
Add --with-extra-includes and --with-extra-libs to be able to specify
general additions to those paths
