yes there are quotes in the line.
If you remove the quotes, the cookie doesn't initialize at all.
Yes, there are quotes there.
If you remove the quotes, the cookie doesn't not set itself. People have
been commenting on this under your setcookie function information.
The cookie will not actually initializate if you remove the quotes!!
