Actually, i think it's more important to be carefull who we give them to.
Once they are obtained, they should be keepable (as long as they aren't
being abused.)

Well, it definitely is that way for php source/module access. (An
account is usually not granted unless a patch has been sent)
I think it is a little more lax for translations though.
