The current bugsystem is not very "patch friendly". And as I see it browsing through the bugs, patches are often simply ignored without even tell the submitter what they can do to fix it up.
bugzilla on the other hand have a very nice feature to take care of patches and files linked to bugs. I don't say we should run bugzilla, but adding a patch upload feature to the bugsystem will probably encourage bugreporters to upload a patch alongside with the bug. This also needs us (well, I don't have any cvs write access, so I can't really help :) to be more helpful to people that actually want to help us, even though the are not posting patches to php-dev.
