I completed the innstallation for the PSPELL on my Windows2000 on Apache.
What you need to do is :
1. Download the win32 port from aspell.net
2. Download the dictionaries you need
3. Install the win32 port
4. Install the dictionaries
5. Edit the php.ini and comment out
