If you download you will be directed to a mirror, and that will then be used as your default location. I tend to use the uk one myself.
The problem comes when you quote links and include your mirror in that - just a problem that the Internet has yet to overcome. Perhaps local ip addresses could be picked up by an ISP for things like google or php - that would help reduce long distance traffic ;)
