I would say RDBMS: Oracle. MSSQL could go fine too.
HW: SCSI (RAID: STRIPE + MIRROR for speed and reliability).
2-4G RAM. 2 XEON PROCS. This should do the job just perfect.

between 10 and 16 char's.) and this every 5 min,
for something like 2 weeks.
