Please take an attention to the Russian section of PHP Documentation - after last update its text in ALL versions (online, printer-friendly, downloadable .gz etc.), consists of EMPTY symbols in UTF-8!
Also could you please contact Alexandr Pyramidin at [EMAIL PROTECTED] ? He had translated the most pages of PHP documentation, why not to unclude them instead of pages in your documentation which are not translated?
