We are experiencing the same issue with the German translation. If I
run a build check in the online editor, it fails with a similar
message to the one posted. If I do a locale configure.php run
everything is fine (or do I need to pass some arg for it make all
checks?)

I think the "when that object is explicitly destroyed" part should be
removed altogether. Objects are destroyed if there are no more
references, not when there are no more references AND you explicitly
destroy them.
