I think a php-doc-web ML would be the best way to handle this.

PHP is serverside, is has no knowledge of the browser or its time
locale. PHP *must* use the servers locale, it has knowledge of no other.

Hey,
I was able to create the full PDF using a copy of
Adobe Acrobat 5 on winXP. Nothing sophisticated or special linux
tools.
If you wish, I don't mind contributing future PDF
manuals to the site, I just create it from the HTML (many files) version.
