I would try it without the priming. I've done cyanotype on cotton
T-shirts with little problems. The exposure time was twice what I
ususally use for my favorite paper.
I also think that the cyanotype is unable to bind to the primer.
Cyanotypes also won't work if the media is alkali

The primed canvas is most likely the problem. I would buy raw canvas if you can.
Canvas is such a blanket term, but generally, the tighter the weave the better.
This will help absorb the sizing solution well, not to mention holding
