It would be nice if jaxws21 could be moved outside from netbeans-ide into a
dedicated project.
For now, it is in:
/usr/lib/netbeans/java1/modules/ext/jaxws21

Btw, I may be wrong but it seems that there are a lot of libraries which
are incorporated into the binary in:
/usr/lib/netbeans/ide8/modules/ext/
/usr/lib/netbeans/enterprise4/modules/ext/

/usr/lib/netbeans/visualweb1/modules/ext/
