With my upstream hat on, I have to say that I consider this correct behaviour
as a consequence of user error. This is not a VLC bug.

This issue can be repeated simply by giving non-existing file at
command-line. (So bug title is too specific)
Yes, I have repeat mode turned on at settings, but this shouldn't still
happen.
