You're sure that there weren't any warnings here? Does "en_US.utf8"
appear in the output of "locale -a"?
If locales-all helps, then your system does not actually have the
en_US.utf8 locale generated. This commonly happens if you set a locale
in /et
.
I therefore would ask for locales-all to be put in the list of
dependencies of postgresql-9.4.
This is not going to happen. locales-all is mostly just a test package
for build dependencies, for installed systems it's just a waste.

install beta 2 and 3 in parallel.
So I think the best we can do here is to document how to do the
upgrade, and then not repeat the premature release of betas to
unstable?
