Dear Maintainer,
I'm preparing open-build-service 2.9 package for Debian. While that I
got to update some build-deps and noticed that there is an issue in
bundler package that the tests on `ruby-appraisal` reports:

Dear Maintainer,
* What led up to the situation?
Updating all packages resulted in this error:
Could not find gem 'google-api-client (~> 0.19.8)' in any of the gem sources
listed in your Gemfile.
I am also seeing the exact same issue with pull as well, I’d assume anything
that uses gitlab-shell will see it.
Looking at gitlab-shell it looks like it’s either missing or was renamed to
/usr/lib/ruby/vendor_ruby/gitlab_init.rb
And should not use require_relative?

I'm OK with ruby-gitlab shipping /usr/bin/ruby-gitlab and
/usr/share/man/man1/ruby-gitlab.1.gz, so unless someone disagrees I will
do that this week.
Cheers,
