I've done some research, and as I've see on gitlab upstream issues,
upgrading ruby-gpgme is not a problem.

But, I don't know if this is only working on gitlab

Hi,
I've updated gitlab-shell to 8.3.3+dfsg-2.
#914496 is resolved, but, #915136 is still present. I cannot view
repositories from gitlab web interface.
Error message in production.log is still the same.
