When I attempt to install libudev-dev on stretch I get the error below. This
prevents me from installing other packages such as libpci-dev and libsnmp-dev.

The package is available via stretch-updates:

https://packages.debian.org/stretch-updates/libudev-dev

Your /etc/apt/sources.list should have a corresponding entry for
stretch-updates. This entry is created by the debian installer.

This isn't a bug in the libudev-dev package, thus closing.
