Have you tried uninstalling/purging the ulatencyd package?

I found out, what cause the problem,
I have this line in fstab
"proc /proc proc rw,nosuid,nodev,noexec,relatime,hidepid=2,gid=4
0 0"
I changed it to
"proc /proc proc rw,nosuid,nodev,noexec,relatime,hidepid=2 0 0"
(without gid=4), then the problem is gone.
