Hi. We have talked about splitting startpar out of the sysvinit-utils package to make it easier to maintain. I finally decided to work a bit on this. I've drafted a startpar package in http://anonscm.debian.org/gitweb/?p=collab-maint/startpar > which I believe is ready to go into experimental.
