I have a pretty good understanding of what the problem is now and I will be
adding details to the bug. The OP of the bug did provide a fix once, so
they may be motivated to again. The short cause of the problem is that the
accelerator for the top level menus change while the menu is open, causing
the menu to close (i.e. menuitem's text changes from File to &File). I have
a small reproducer I will attach to the bug, but that only fails on Ubuntu
16.04 with global menu, so after the hours I have spent investigating and
testing this I am done once I write it up.
