I figured out my problem.
I made sure that I had Kupu turned on in 4.0 with images showing before
migrating to 4.3.3.
I migrated directly from 4.0 to 4.3.3 with Products.kupu in my buildout.
Before upgrading I had installed Kupu and activated it.
Then I upgraded, deactivated and reactivated.
I am upgrading a site from 3.1.7-3.2.3-3.35-4.0-4.1.6-4.2.6-4.3.3.
I can see images on my pages up until 4.0. After activating Kupu Editor and
checking to resolve by uid in the Kupu config. I can see images in 4.0.
However, I do not want to have to install the Kupu editor. I prefer to use
