For your information I have recently obtained perfect (no configure,
build, or install issues, and perfect PostScript difference reports)
comprehensive test results for the noninteractive case for CMake
versions 3.7.2, 3.11.0, and 3.12.2.  I have also bumped the CMake
minimum version from 3.6.2 for all platforms to 3.7.2 for the Linux
platform and 3.11.0 for all other platforms.  The principal positive
impact of this change is to reduce our exposure to bugs which occur in
older CMake versions (especially for non-Linux platforms).  But for
Cygwin users like you, the negative impact of this change is that you
will have to build your own CMake with version >= 3.11.0 before you
can build PLplot.  I am sorry about that inconvenience for you and
other Cygwin users, but this situation is due to the CMake package on
Cygwin being unmaintained since the date some time ago when CMake
version 3.6.2 was released.  So perhaps the way to resolve this issue
is to volunteer on the Cygwin list to maintain that Cygwin CMake
package yourself?
