[Plplot-devel] Possible Windows development agendas for the next 6 months

This post is Windows-centric so it is principally directed to our developers with access to Windows (Arjen, Phil, and Jim). I have decided that the release of 5.16.0 should be near December 1st this year to stick close to the 6-month-long release cycle that worked so well for the 5.15.0 release.
