The problem is we build with USE_RPATH=OFF but the ocaml_RPATH variables are
only set with USE_RPATH=ON. I think we want a special case to always set the
build_*_RPATH variables.

Good catch. This build-system bug for the combination of ocaml and
-DUSE_RPATH=OFF in the core build tree is now fixed in the git commit
described (using "git describe master") as
plplot-5.15.0-37-g6b215267e.
