What bookmarks list? I don't immediately see how to do this in the distiller.

* new option in the plucker-build tool (say, [--bookmark-hlevel=3Dn]), so
that heading levels less than a certain number can be optionally added
to the bookmarks list. For example, '--bookmark-hlevel=3D2'
