If you're not getting interface rate, that's not a leased line.
A "leased line" is a virtual circuit interface, you control the
routers at both ends. So you really get your 2Mbit. What you really
have is an IP aggregated link... good luck getting 2Mbit out of that.

Not really. Could probably just mean they're (Smart BRO) using
speedtest.net's nameservers. Try using OpenDNS.com's servers, and
access an invalid domain
