I'm not sure if you can start httpd if you are not root. You probably
can't even change the conf files.

Try changing apache.conf's appropriate Listen line from {ip}:80 to just
80. The server's ip might have changed.

I don't have an RH box so im guessing it cant bind to port 80 since
its a privileged port (port 0-1024). Try binding it on another port to
verify.
