Alfresco, Magnolia, and KnowledgeTree are some of the best Open Source DMS
out there today, KnowledgeTree is pure DMS while Alfresco and Magnolia are
ECM's.

Tried Plone but eventually went the Nuxeo Collaborative Portal Server (CPS)
route, when it was still all- Zope application. I think they've moved to the
commercial version to Java now but the community edition remains a Zope app.

Plone supports WebDAV and FTP. For CIFS, you can share your files as
read-only since you are using file system storage
