answering your question: man route(8). btw /etc/netstart has been obsoleted
by /etc/rc.d/* but you can use it to start network by hand.

I'm new to freebsd since this is the only one bsd running and all are Redhat
likes. I need to edit rc.conf to add a new static route. The question is do I
need to restart the server? This server is in production and restarting the
server could affect the customer. I look in the google but it say
