For the past several days my APC Smart UPS, model SUA1500, has suddenly
started beeping at random times. If I ignore it the beeping stops after
a minute or so. Once it stopped when I gave it a smart slap on the top
of the case, although this remedy worked only once. It appears to hold
a charge
Sounds like it is detecting that the line voltage is dipping below it's
threshold. The sensitivity of this can be adjusted if you think the devices
on the UPS can safely handle the sags. (see page 6 of the manual
http://www.apcmedia.com/salestools/ASTE-6Z8LFR_R0_EN.pdf ) I would try this
to see
How old is the battery?
I have had a couple of UPS units with similar behavior. When I replaced the
battery they behaved normally. If your battery is stressed from irregular
voltage it can go bad quicker than expected.
Have you tried unplugging the UPS to see how long it will power your system

Without testing, from personal experience, this answer would have my vote

I'm pretty certain that Google Voice does not use VOIP for the last
leg.
Google purchased the Grand Central VOIP service. Any Google smartphone has
an ip address. VOIP on the most basic level maps a phone number to an ip
address.

There is if you have a Gizmo VOIP account. Google closed the service
to new subscribers when they bought it a year or two ago, though.

I had an issue like this with my UPS and I found that turning it off and back
one would fix that issue. Also, I think that you may want to replace the
battery. It sounds like the battery may be going out. Usually they go out
after a couple of years anyway. I had to get a battery for my FIOS
No VoIP, just regular mobile phone (or fixed line) voice traffic.
Google assign a proxy number on the mobile network to individual
callers, or have their general purpose number call you. The same on
the way out to your recipient.
Google is not a telecom company, they're an internet company. Yes,
