It turns out dnsmasq is installed, but not in etc:
~$ sudo /etc/init.d/dnsmasq restart
[sudo] password for denis:
sudo: /etc/init.d/dnsmasq: command not found
$ which dnsmasq
/usr/sbin/dnsmasq
$ /usr/sbin/dnsmasq restart
dnsmasq: junk found in command line
I tried to read the man page, but

It's most likely that nscd is not installed. I don't run Ubuntu, so I
