It was not a Cox cable issue.

Currently I use fetchmail to pull in messages from multiple imap
accounts, several of which limit how often I can poll for messages, all
of which support IDLE. However, fetchmail idle support is not working

control under the menu), and that will set as fallback your setting
for the control. Fiddling with that or the lock, one or the other made
