Win-XP shouldn't have IIS cabinet files.
IIS is Microsoft web-server software (and ugly).
The i386 folder is an abbreviated version of the Windows installation CD.
But something in there is pretending to be an IBM OEM installation.

You might try
Start Run cmd
Then navigate to the recycle bin. It's a hidden system folder.
The attrib command used to be useful in identifying open files.
attrib *.*
When they are open, the system won't normally
Seems like ATIC is anti-FOSS.
I no longer trust Flash except in very rare cases, when I can multi-boot
