Yes, as much as the phone manufacturers don't want to admit it. Though

My suggestion is to shrink the windows partition down to something minimal
and then install ubuntu. you will now have them both side by side. This
will give you windows for testing if needed, and allow you to sanity test
your hardware if needed.
