tac(1) is from coreutils commonly used on Linux systems.
Many *nix systems don't have "tac".
I use "tail -r" on some systems. And use sed on other systems.

In fact, you can run inetd without root running your own inetd with your
own inetd configuration.
Use an alternative port in /etc/services that doesn't need root (like
http-alt). And use a custom inetd.

now-empty folder. And if you need it, create the symlink to existing
folder.
