got it worked out!
sudo system-config-printer
Find printer on host.
Server → settings
Check 'Publish...' and 'Allow...'
on client:
sudo system-config-printer
Server → settings → Show printers shared by other systems

Well. I check the ubuntu and the printer is set for shared then I open the
new printer dialog and enter the ip and:
No printer found at that address.
Why do things have to be so difficult?

I just thought of what the problem might be could it be that the ubuntu
isn't allowing a connection from the laptop? no. 'ufw status' says the
firewall is inactive so that isn't the problem.

It's funny; the 'add printer' wizard on the XP shows 2 computers in
it: itself and the laptop. I don't know why it isn't showing the
Ubuntu. The laptop is the wireless device while the ubuntu is hard
wire in. I would think the roles should be reversed because of that.
