I am looking for a largish (15-20") monitor that can be used in portrait
(vertical) viewing mode, with pivot/swivel stand.
Somewhat like a tablet, but tablets of that display size are very costly.
I searched the web and called a few local shops, though did not get to see
much in this category.

Just buy any monitor and use display rotation by 90 Deg. You can buy stand
separately for vertical standing.

Just to update, I bought Dell E2416H 24", abut 11.7in height in portrait
mode.
