I've seen this sort of behaviour with other Vista drivers. Wavin2cmd requests a 44.1 stream but the driver is ignoring the request (or Vista is losing it). The WAV stream from wavin2cmd has no header so Flac/Lame do not know the sample rate and so there are option on the lame/flac command lines
