Get a used iPhone 3gs 8gb. They are almost for free.
You can use it without a sim card except then you active the phone the
first time. After activation just remove the card, turn on Flight mode
and then turn on WiFi.

Smart Mix most likely doesn't care and doesn't tell you not supported.
Maybe it's the music service you're using?

i use spotify.
i use spotify. i like using ipeng playback on iphone also when i'm away
from home, random play is working, if i play artist mix (spotify and
local files option) not working or the streming isn't good. i'll try
later again.
I doubt you can stream spotify to iPeng. In particular not when
I totally understand that support can't continue indefinitely on
outdated products but it's still a shame that they've made it impossible
to get the old apps that were compatible.

There are no intentional changes - can you post what the output of
slimproto logging is and what you are hearing?
