Check the settings in Trackstat - Server Settings / Plugins / Trackstat
- Various Settings, Startup

My understanding is that SugarCube uses these parameters to determine
that Trackstat is installed and working.
Well all I can suggest is that you make a Support request in the
Spicefly forum for Charles to use another way of determining that
Trackstat is installed and working.
