I think you can achieve what you want with the SQL Playlist plugin. Just
create a new 'Advanced' playlist, the offered options should give you
what you want. A newly created playlist shows up under 'Dynamic
Playlists'.

There should be a checkbox 'Only never played songs' in the
configuration dialog for the playlist I meant, don't know if you are in
the same dialog. ;)
BTW, the 'SQL Playlist' plugin shows up in the 'Extra' menu.

At the top of the SQL playlist creation screen (see PIC) change the
Random Songs to something else (type in the box), like Random
Country. In the bottom of the same screen, type in the box the
