I've added a couple of runtime dependencies which were not picked up by
tests but made the tool crash at runtime. All but 5 tests pass. T

a thousand package paths, so this needs to be fixed before we can
switch to the newer libc++.

groff includes a copy of gnulib. gnulib provides *.h wrappers for
