Here is an update of blas and lapack libraries to 3.10. Added a new makefile per espie's suggestion to handle fortran 90 sources. Tested ok on amd64. Then I rebuilt suitesparse, arpack, octave (the recent 7.1.0 update) with this, which had slightly improved test results: PASS
