Hello,
This is a simple update to py-esptool, updating us to 3.2. This adds
support for new chips (which we don't have toolschains for, yet) and
will be needed for a forthcoming update to xtensa-esp32-elf and
arduino-esp32.
Tested on amd64.

changes to the utility and new features. All are listed here:
