I don't have a fix, but I can confirm it here..
Try uninstalling any old netpbm package before building the new one.
That worked for me and is a common solution when builds "mysteriously"
fails.

hmm, you're right, I was thrown because it usually fails in a
different way when that is the problem.

Yes, that is required. I tried to fix this, but couldn't get it
working and decided not to spend a disproportionate amount of time
on figuring out the necessary include order in each subdirectory...
