That got me far enough back into more familiar territory and hack a
solution.
Adding CPPFLAGS and LDFLAGS got me an error where ld couldn't fine
-liconv. Here's an excerpt from configure output:
checking for iconv_open in -liconv... yes ...
checking iconv.h usability... yes
checking ico
The current list of desired MapInfo functionality maintained on the Google

I don't think MapInfo supports PostGIS. However for working with MapInfo I
usually use OGR2OGR which can dump PostGIS data into mapinfo tables with a
single command line statement.

Though you should be fine with just upgrading your GEOS.
