Yes, this is (part of) a valid getCapabilities. Further down there should be
a section that describes the LAYERs, with for each layer at least a TITLE
and a valid BBOX (= bounding box). Check if this bounding box is there and
is corresponding with the actual data you have. If not, there is an erro

As stated by another poster, temporal support is inherent of the way you set
up your DB schema. In order to be able to do 'temporal' things, you make
sure there's temporal info in the tables, such as creation dates, expiration
dates, validity periods, etcetera for relevant objects. Then
FYI, the OGC standardises "Tasks" as GeoWebservices and there's a WPS = Web
Processing Service standard (http://www.opengeospatial.org/standards/wps).
Several implementations exist, eg at the 52North Open Source initiative
(http://www.52n.org/).

I have been using the Kyngchaos ones for quite some time now, and never had
problems, also not on my newest box with Leopard. Mind you, on that newer
machine I have the newer version PG 8.3.1 and PostGIS 1.3.2.
Besides, the author/producer of them is usually on this list and otherwise
is quiet qu

SPIT which allows you to load the file in QGIS and then upload to PostGIS...
