As a noobie, I would think having a bit to enable topological
extensions would be ideal and have it disabled by default. That way
most people should realize that when they enable it what to expect.

shp2pgsql command?
Is there any open source util to convert .DWG to .SHP?

I personally don't know of one, however, I believe GRASS GIS can open
a shp file and write to a dwg file.

You should see a line with (Or something similar):
/usr/local/lib/libgeos_c.1.so (compatibility version 6.0.0, current
version 6.1.0)
If you don't see it needs to be linked to it.
P.S. I am on Mac OS X, so I am not sure if RedHat has otool, but I
