I'm not clever enough to compile and patch open source stuff but
looking at the web site makes me think that they had to tinker with
1.3.1 to get it to run with 8.6
Try one of the newer builds available at: http://wamcom.org/
They are off the 1.3 branch and in my experience (on my 9.1 333MHz 1400c) have been
zippier.

Mozilla requires much more system resources than Netscape 4.79, so boot time is
longer, but performance shouldn't lag that much. Which version of Mozilla are you
using and on what hardware?
Also, you may want to try the WAMCom builds as they are newer =OS 9 builds of
Mozilla
