My PB 520c has one intelligent battery that refuses to take any charge. I
have tried Battery Condition, Emmpathy 2.0, Battery Amnesia 1.5.2 and
LIND BU500 Deluxe 2.01.

Did you try the Intelligent Battery Recondition trick?
Plug power supply in, remove battery.
Fire up IBR
Answer the prompts until it tells you that you need to install the battery.
Install the battery in the right-hand bay.
Let IBR do it's thing.
Run Battery Amnesia a couple three times.
